Romania
Korea has carried out business development activities by concluding an agreement on technological cooperation with the Romanian nuclear power corporation (SNN) in March 2002 and signing an agreement on nuclear power cooperation with the Romanian government so that it could participate in the resumption of the previous Cernavoda unit 3 & 4, which was suspended in early 1980's while constructing the CANDU-6 5 units, the same reactor type as the Wolsong nuclear power plant. Due to difficult procurement of financial resources, the Romanian government promoted its business with the PPP (Public Private Partnership) model in which the government and companies participate at the same time in the early stage, and changed its business into the JVPC (Joint Venture Partnership Company) model in which only private investors participate without the presence of the government in order to join the EU in December 2004.
Under this model, the KHNP was selected among 13 potential investors, but it gave up capital investment after the Romanian government changed its business model into the Finnish Model by which it pays power to capital investors in exchange of investment. Then, the KHNP has put its all energy into receiving orders of projects in terms of engineering, procurement and construction. Now the EU power companies have taken the lead in forming the project company, and the KHNP has launched its preliminary preparations for making bid in the Romanian project according to its schedule.
